The General Assembly did ultimately pass the Virginia Clean Smokestacks Act but not in the original form for which the students campaigned.

Although legislators implemented changes after meeting with lobbyists on the other side of the issues, Trumbo-Tual said he believed the work he participated in helped make it so those views were not the only side considered.

Kruszewski defended this apparent clash of special interest groups that can appear distracting to the legislative process.

"Everyone has special interests and there wouldn't be special interest groups if there weren't regular people donating to them," she said.

Without such groups, Studholme said, many people would not be able to get their ideas into the political arena.

"A lot of people don't have the time to talk to their legislator about ...

all the stuff that they're voting on," Studholme said.

Although the General Assembly has already voted on the Virginia Clean Smokestacks Act, the students' efforts to educate their community are not over.

"You can't just lobby," Kruszewski said.
