After the collapse of Dubai Ports World’s attempted takeover of P&O’s US ports, members of Congress have decided that they need to “reform” the process for reviewing mergers between foreign companies and American businesses that may have national security implications.

At present a committee made up of officials from various government agencies, such as the Pentagon and the Treasury, reviews all such mergers.

Senator Richard Shelby, the Republican chairman of the Senate Banking Committee, is proposing legislation that would force the Administration to review all mergers by foreign groups with American companies across a range of sectors that goes way beyond what most observers would think seriously national-security related.

These include banking, energy, telecommunications and even food.

The Bill would also require the Administration to tell Congress as soon as it begins a review of a deal — a move certain to increase the chances of demagogic opposition by populist politicians.

Although the Dubai deal aroused such fierce opposition in large part because it is a company run by an Arab government, it would be a mistake to think that companies from other countries would not be adversely affected.

The kind of mergers likely to be referred under the new rules are often contested, with a US bidder in the fray.

- March 27, 2006 - Patients with ba href=/anxiety/a/b disorders have the best endothelial function compared to patients with mood disorders, comorbid mood and ba href=/anxiety/a/b disorders, or no psychiatric disorder at all, according to a study presented here at the 26th Annual Conference of the ba href=/anxiety/a/b Disorders Association of America (ADAA).

Impaired endothelial function is a known early marker of atherosclerosis and predictor of cardiovascular events, and comorbid ba href=/anxiety/a/b and mood disorders have been linked to increased heart disease, explained Kim L.

Lavoie, PhD, Assistant Professor, Montreal Heart Institute (MHI), University of Quebec at Montreal, Montreal, Canada.

"But ba href=/anxiety/a/b did not appear to adversely affect the endothelium in our study sample of 45 patients," she said during her poster presentation on March 25th.

"In fact, these patients had the best endothelial activity." The patients in her study had been referred to the MHI for myocardial perfusion testing with single photon emission computed tomography (SPECT).

They underwent a structured, psychiatric interview using the Primary Care Evaluation of Mental Disorders (PRIME-MD) and completed a battery of sociodemographic and medical history questionnaires on the day of their exercise stress test.
