They told Runions that Nolan admitted to slapping their daughter, according to the report.

Runions was told the incident occurred when a disagreement took place between Nolan and the Clarks’ daughter over the teen moving some boxes from her room, the report states.

The two started yelling and cursing at each other, and Nolan allegedly grabbed the daughter by the throat, slapped her, threw her to the ground by the hair and kicked her legs and head, according to the report.

The son was in the garage listening to music at the time and went to check on his sister when he heard the yelling.

His sister told him to go back to the garage, the report states.

After speaking to the victim and her family, Runions went with Ronald Clark and found Nolan at a house on Stevenson Lane.

Nolan was escorted to the Bella Vista division of the Sheriff’s Office, was read his rights and questioned about the incident.

Nolan confessed to grabbing the Clarks’ daughter by the throat, slapping her twice and pushing her against the wall, according to the report.

Nolan was arrested and charged with second-degree battery, according to a Sheriff’s Office record.

The charge is punishable by up to six years in prison.

Barb Shrum, an investigator with the Bella Vista division of the Benton County Sheriff’s Office, said no drugs or other intoxicants were suspected of being involved in the incident.

In 2003, more than 31,000 people committed suicide and 410,000 were treated in emergency rooms for suicidal behavior, said Ileana Arias of the Centers for Disease Control and Prevention.

Efforts to combat suicide, however, are often foiled by tight budget constraints and reluctance to publicly discuss the topic.

Testimony by Calvin Nunnally, Sr., suicide prevention manager at the Virginia Department of Health, illustrated the constraints local governments face when trying to lower suicide rates.

The department requested $800,000 for youth suicide prevention, but was allocated $75,000.

Later, the budget was reduced even further to $21,000.

With its limited resources, the department has focused on providing training to individuals and groups that work with youths.

Increased public dialogue will help eliminate the stigma associated with mental illness, panelists said.

Increased funding will help make more resources available.

At the federal level, limits on Medicaid rehabilitation services threaten to exacerbate existing access problems, Hogan said.

At the individual level, employers can improve the mental health of their employees and their bottom lines by offering the same insurance coverage for mental illness that is offered for physical ailments.
