depressive disorder. McCabe approved the request and scheduled a pretrial for June 21. Downing, who also claims to be a pastor for a Shiawassee County Methodist church, abruptly resigned from the habitat chapter in February 2005 after officials noticed cash discrepancies. The ministry aims to provide safe, adequate and affordable housing for low-income families in the county. Downing, who was hired in March 2003, is charged with two counts of embezzlement of an agent/trustee over $1,000 but less than $20,000, both 5-year felonies; one count of using a computer to commit a crime, a 7-year felony, and forgery, a 14-year felony. Although the alleged crimes occurred in Shiawassee County, Prosecutor Randy Colbry disqualified himself and had the case moved to Genesee County and Prosecutor David Leyton. Shiawassee District judges also disqualified themselves because Downing's wife is Sharon Downing, deputy administrator of that court. The cash discrepancies were discovered after an internal audit of organizational fiscal and reporting records in the fall of 2004. State police allege Downing embezzled between $15,000 and $20,000. They also allege he wrote a $70 check to himself on Dec. 20, 2004, using the title "Reverend," and forged the name of Randy Horton on the check. Horton is the current secretary of the habitat. We need to ensure that all older people are able to remain as healthy and independent as possible. Under the present system, the State meets 50 per cent of social care costs, with individuals paying the remainder from their own pockets. Under the Wanless plans, the States burden of care costs would increase to 70 per cent. Some of the extra funding would come from a redirection of existing spending, including £2.5 billion of the £3.7 billion spent on attendance allowance and disability living allowance. The review will increase the pressure already on the Government to find a more equitable way of assessing and paying for the personal care needs of an ageing population and will reinforce the idea that doing nothing is no longer an option. The present system, based on means-testing, forces tens of thousands of moderately well-off people to sell their homes every year to pay for care home fees, as the State will pay only for people with assets of less than £20,500. The artificial divide between health and social care has also created unfairness and confusion. People whose primary reason for staying in a care home is medical should stay free of charge, but recent research for the BBC estimated that up to 40,000 people sell their houses every year to pay for medical care in nursing homes that should be free. Dr. Richard Powers says there are medications that will be released in the next two to three years that should slow the progression of Alzheimer’s.
