Report calls for 'radical overhaul' of state-funded social care...ba href=/dementia/a/b. The report was warmly welcomed by many charities who argue that means testing is unfair. Age Concern director general Gordon Lishman said: "This groundbreaking report has rightly highlighted the enormity of the social care crisis gripping the nation and will hopefully pave the way for a long overdue debate. "The report's recommendation to scrap means-testing for personal care will be very popular with older people who find the means-test deeply worrying, complex and intrusive. Care services minister Liam Byrne said he welcomed Sir Derek's focus on allowing people to stay in their own homes. "We think for many, many people the best care home is their own home and 40% more people are now supported to live in their home than in 1997/98. "We want that number to grow - that's because 80% to 90% of older people say they want to be at home." But Mr Byrne said the model being proposed would not eliminate means testing completely from the system. Under Sir Derek's model, those who received benefits to "top up" their care would have to be means tested over what benefits they were entitled to. The cost of housing, either at home or in a residential home, would also continue to be means tested. In the next 20 years, the number of old people aged 85 and over in England is set to increase by two-thirds, compared to a 10% growth in the overall population.
