"But he was a good man and always provided for his family." Mr Grimshaw added his family would like to thank his father's home-visiting carer, Darren, who did so much for Mr Grimshaw senior.

Mr Grimshaw senior also had a daughter Susan who died aged 52 several years ago.

Nursing insurance costs bite / Rising monthly premiums straining ...

The number of such facilities increased to 62 in fiscal 2005 with capacity of provide services to 1,071 people.

In Sakai, there are 2,266 beds for the elderly in nursing-care facilities, accounting for nearly 30 percent of such beds in Osaka Prefecture.

The increasing number of elderly who use those facilities pushes up the premium.

Over the past three years, the city's nursing-care operations have piled up a deficit of about 2.7 billion yen.

The nursing-care insurance premium will be raised from next fiscal year to help cover this shortfall.

"We expect some people won't be happy, but premiums will increase if more and more people use the services," a Sakai city official said.

"We'd like to sincerely explain [the situation] to obtain people's approval." On March 23, the Health, Labor and Welfare Ministry announced the average nursing-care insurance premium to be paid by people aged 65 or older from next fiscal year.

The ministry initially predicted the premium could be kept at 3,900 yen by removing meals and housing costs from items covered by the nursing-care insurance system under the Nursing Care Insurance Law, which was revised last year, and the flow-on benefits of programs introduced to maintain the physical well-being of citizens, such as regular exercise, to help keep a cap on the demand for nursing care.
