The state has a responsibility to ensure minimum care for the elderly, and without a required licensing process such oversight is impossible.However, policy makers and legislators also need to be cautious that in clamping down on unlicensed facilities they also help to provide necessary resources for those Alabamians who might not be able to afford the high cost of nursing homes or assisted living facilities under existing policies.That might include the state doing more to help fund at-home care for those elderly citizens who with some assistance might not need to move into costly nursing homes or assisted living facilities.The Legislature is right to increase penalties on unlicensed facilities.

But it also needs to provide practical alternatives for the elderly Alabamians who are in those facilities.
