By Janice Francis-Smith Professionals working to overcome a substance abuse problem or mental illness would be given the opportunity to reclaim their occupational licensure by House Bill 2517. We have thousands of people graduating each year from drug court, doing a great job in recovery and trying to be taxpaying citizens, but they're unable to get their occupational license back, said Terri White, director of communications and public policy for the Oklahoma Department of Mental Health and Substance Abuse Services, the agency that requested the bill. This would just provide them the opportunity to request their occupational license be restored, so that they can go back to work and support themselves now that they're recovering.Authored by state Rep. Ray Young, R-Yukon, and sponsored in the Senate by state Sen. Ted Fisher, D-Sapulpa, HB 2517 passed unanimously from the Senate Business and Labor Committee on Monday. Fisher said the bill does not require licensure boards to approve requests for reinstatement, only that they have a procedure in place whereby a recovering substance abuser who has committed a felony or misdemeanor can apply for reinstatement of their occupational license. After his arrest in January, O’Farrell agreed to allow Fragasse to admit himself to Glenbeigh in lieu of jail, which Fragasse did on Feb. 28. Had Fragasse successfully completed the Glenbeigh rehabilitation, O’Farrell might have allowed him to be under house arrest, or attend a halfway house program, until his trial next month. Before the recess on Tuesday, O’Farrell read a letter from Fragasse’s primary caregiver at Glenbeigh, who wrote that Fragasse had made tremendous improvement in the program and recommended that he be admitted to the facility’s halfway house to continue treatment. At that point, O’Farrell called a recess and ordered Fragasse to submit to a drug test before proceeding with the hearing. The drug test was to be conducted by court personnel on site during the recess. Meanwhile, O’Farrell called Glenbeigh and learned of Fragasse’s program violation. Missing something?
