Each participating community received $1,000 from the federal Substance Abuse and Mental Health Services Administration to help stage the meetings, plus instructions on how to hold the meetings; a DVD explaining the extent of the underage drinking problem and offering possible solutions; a facilitator's guide; and handouts.
