The director said the CDC is trying to rebalance health priorities, noting that only about 3 percent of its budget is now spent on prevention.

Rather than separate, compartmentalized programs on specific diseases and ailments, she said a "more holistic approach" makes sense.

"People are more than the sum of their diseases and body parts," she noted.
