For the past two decades, the battle-hardened LRA rebels have terrorised civilians in northern Uganda and southern Sudan, and have cost the east African nation nearly two billion dollars.

"The economic cost of the war to Uganda after 20 years is 1.7 billion dollars (about a billion pounds).

This is the equivalent of double the UK's gross bilateral public expenditure on aid to Uganda between 1994 and 2001 or the United States' total aid to Uganda between 1994 and 2002," the group added.

In northern Uganda, the LRA is blamed for forcing nearly two million people out of their homes, in addition to abducting children to serve in combat and as sex slaves.

The Ugandan army has failed to defeat the LRA insurgents, who took over the leadership of northern Uganda's rebellion in 1988, two years into a conflict fuelled by the perceived economic marginalisation of the region by Kampala.

The group distinguishes itself by its brutality and its total absence of a public political face, a characteristic that has made negotiating an end to the war nearly impossible.
